On May 31 – June 3, 2005 the final round of talks between the delegations of the Russian Federation and the Department of State of the US on the Russia-US Agreement on technology safeguards associated with the activities under the Sea Launch project was held in Washington. As a result of the talks, all existing issues were resolved and final draft agreement was elaborated.


On July12, 2005 Sea Launch ahead of schedule repaid in full credit covered by guarantee against noncommercial risk. In accordance with provisions of Guarantee Facility agreements, the repayment resulted in guarantee expiration.
On November 8, 2005 Sea Launch successfully completed the Inmarsat-4 mission
